Our Workshop “Ethical AI and Education: The need for international regulation to foster human rights, democracy and equity” at AIED 2025 in Palermo (Italy) was a fantastic success!
We could exchange the current status, challenges and needs for the international regulation of AI and Education during the half-day event on Tuesday, 22nd of July 2025. Thanks to this workshop, the first conference day provided an in-depth discussion about the urgent requirement that AI and Education are focusing and supporting the global human rights, democracy and equity.

The workshop moderator Dr. Christian M. Stracke could welcome many interested AIED participants for the two sessions: First, there was an introduction to the ongoing AI and Education regulation leading to a plenary debate. Second, small working groups were answering three major questions how to regulate AI and Education to guarantee human rights, democracy and equity.
After the welcome, the first section started with an introductory speech by Ahmet Murat KILIÇ from the Council of Europe (CoE): He explained the ongoing activities of the AI&ED Expert Group appointed by the CoE. They work on the mandates for two legal instruments approved by all 46 member states in 2023: A recommendation on AI literacy and a convention on AI regulation in education.

Afterwards, Christian M. Stracke provided an overview of the current status, challenges and needs for the regulation of AI and Education worldwide as input for the following plenary discussion. The results of the plenary discussion are included in the documentation that can be downloaded below. In this documentation, you can also find the results from the small working groups: They answered the three major questions of the workshop and reported their findings in the final plenary for discussion.
In the end, Christian M. Stracke thanked all participants and contributors for lively debates. And he invited all to the upcoming Third Council of Europe Conference on AIED Regulation taking place on 8th and 9th of October 2025 in Strasbourg. Finally, he expressed his hope for ethical, safe and successful AI and Education developments and for a reunion at AIED 2026.
